Manager-Human Resource, FT
The Human Resource Manager is directly responsible for the overall administration, coordination and evaluation of the human resource function including payroll administration. The HR Manager shall enforce all FRHS policies and State and Federal regulations in all areas of HR.

• Develop and administer various HR policies/procedures for all company personnel.
• Oversees the advertisement of job vacancies, through various forms of media and on the facility website.
• Ensures distribution of department job applications to the appropriate Department Manager/Director for review.
• Ensures compliance with USCIS form I-9 Employee Eligibility Verification; periodically audits Forms I-9.
• Oversee employee eligibility for benefit plans, review benefits with employees and process enrollments, cancellations/changes. Manages annual open enrollment communications and election process. Maintains and distributes list of new and cancelled employees under each benefit plan. Verifies benefit billing accuracy and processes for payment.
• Implements COBRA plans for Vision & Life Insurance.
• Report, maintain and monitor workers’ compensation case files; follow-up on open cases.
• Oversee the management of FMLA leave requests.
• Monitor employee performance evaluations and ensures they are done in a timely manner (i.e. 90-day review, annual evaluation)
• Updates, monitors and maintains salary adjustments/increases based on specific salary ranges.
• Coach, counsel and guide managers before executing employee disciplinary action.
• Completes investigations within the facility as warranted.
• Manages the Huron training program for leadership.
• Manages the Employee of the Month program.
• Oversees the bi-weekly payroll process, verifying accuracy of hours; exporting of timecards from time clock to payroll program; inputting manual information when necessary; processing and posting payroll functions to ensure direct deposit transfer is completed within required timeframe.
• Oversee the distribution of end of year W-2 and 1099 C forms.
• Completes the annual salary survey. Works with the CFO to complete annual salary ranges.
• Complete and submit annual census of the 403b retirement plan and CPA annual audit of plan.
• Maintain and submit quarterly CMS-Payroll Based Journaling (PBJ) report.
• Other duties as requested by the CEO, CFO & Director of HR & Informatics.

Education and Experience:
Bachelor’s degree or equivalent years of experience in a professional human resource position, PHR or SPHR preferred. This position must be able to communicate clearly & concisely, have “hands-on” HR experience, and technical knowledge for reporting processing.

While our town is only 3,600, we have the 2nd largest city in SD only a one- hour drive north.

We offer a comprehensive benefits package to all full time employees, (30 hours or more per week). Compensation is based upon your experience and qualifications, plus we do pay shift-differentials depending on the shift hours you work. Also, SD does not have a state income tax!
